I just wanted to get an idea of everyone's preferences for setting up attachment storage.

- that attachments be a system wide setting that is configured once for all projects at a system level (removed from project settings), similar to how database and html editors are configured via a provider.
- enjoy the flexibility of being able to configure it project by project.
- keep the existing implementation but add the ability to set it via the application configuration page and not let projects change it.
