I am having the same issue ... but the thing is .. I had a very old release like 0.8 and it was working fine for me ... but for some reasons - I upgraded to the latest 1.5 release.
BugNet is installed successfully however, couldn't able to login from admin user.. tried the above solution but it doesn't work.
Now i tried to restore my old db .. it does successfully however when i access the site. it run from Install.aspx and then same old story of unable to logged in. Kindly Help me ..
