Closed Unassigned: 'Change Issue status' >> Not working [142]

I want my developer to change issue status. ENABLED 'Change Issue Status' permission and DISABLED 'Edit issues'. My developer is unable to change status now. If this is the intended functionality, how do I give permission to change status alone and not other parameters
