Edited Feature: Notifications should be selectable [113]

Hi there,

We're using bugnet 1.3.242 and we updated recently. I've noticed that every time someone add or delete attachements, all people receive notifications. This is a change compared to our last version and it is a little boring because it generates a lot of unwanted emails.

We would like to be able to disable notification selectively, for example by removing attachements modifications from the notifications event list.
