Created Issue: Status dropdown disabled for Project Administrator [77]

Title says it all. A project administrator cannot change the status of a ticket. The status is disabled. The ticket is owned by the same user.

I could not find anywhere the descriptions of the user roles permissions. Can someone provide a link please?
